Satonen: Tampereen seudun, lähimaakuntien ja Helsingin välinen työssäkäynti lisääntyisi huomattavasti lisäraiteiden myötä, ja tämä antaisi ihmisille mahdollisuuksia parempaan ajankäyttöön
Näin syntyisi etelä-pohjoinen -akselille kansainvälisesti kilpailukykyinen kaupunkikeskittymä Helsinki-Tampere, ja samalla myös koko länsi- ja keski-Suomi aina Poria, Jyväskylää ja Pohjanmaata myöten hyötyisivät
FAKTA: Nykyisellä kalustolla ja nykyisellä tekniikalla – jos käytössä olisi ylimääräinen raidepari Helsinkiin koko matkalta – Tampereen ja Helsingin välinen matka voitaisiiin ajaa vain noin tunnissa.
Lisäraidepari nopeuttaisi matka-aikaa noin puolella tunnilla vähään reiluun tuntiin (noin 1h 5min), mikä lisäisi reitin houkuttelevuutta ja matkustajamääriä.
- Saman verran aikaa moni suomalainen saattaa käyttää pääkaupunkiseudulla ympäristökunnista Helsingin keskustaan autolla matkustaessaan tai käyttäessään useiden eri liikenneyhteyksien yhdistelmää, Satonen sanoo.
- Siinä voi sitten miettiä, käyttäisikö tämän ajan mieluummin lukien tai rentoutuen junassa ja tilastollisesti huomattavasti vähemmällä onnettomuusriskillä, Satonen jatkaa.
Taustaa:
- Helsingissä käy päivittäin työssä tällä hetkellä noin 5000 pirkanmaalaista ja Tampereella pari tuhatta helsinkiläistä.
- Muualta maasta Tampereen kautta Helsinkiin kulkevasta työmatkaliikenteestä ei ole tarkkoja tietoja, mutta nopeat yhteydet Helsinkiin ovat merkittävät erityisesti kansainvälistä kauppaa tekevillä yrityksillä.
- Tampereen seudun, lähimaakuntien ja Helsingin välinen liikennöintitarve tuli viimeksi esiin kesällä 2010 keskusteluissa maakuntalentojen tarpeellisuudesta, joten potentiaalia pääradan junaliikenteessä on kymmeniin tuhansiin työ- ja muihin matkustajiin per päivä.
- Lisäraideparilla olisi myös merkittäviä suoria – ja epäsuoria vaikutuksia – ihmisten asumis-, palvelu- ja vapaa-ajan mahdollisuuksiin.
- Jo tällä hetkellä Helsingin ja Tampereen välinen raideväli on VR:n reiteistä kaikista kannattavin.
- Jos ratojen tekeminen ja niillä liikennöinti olisi mahdollista vapaille investoinneille ja kilpailu todella avointa muillekin toimijoille kuin VR:lle, tällaista hanketta olisi varmasti jo valmisteltu pidemmälle.
Helsinki-Tampere -kaksoiskaupunki?
Lisäraiteet pääradalla liittäisivät yhteen kaksi Suomen suurinta kaupunkiseutua ja talousaluetta eli voi sanoa, että tästä syntyisi nauha- tai kaksipistekaupunki Helsinki-Tampere – tai pirkanmaalaisittain katsottuna Tampere-Helsinki. Hanke tekisi Tampereen seudusta ja lähimaakunnista suurelta osin Helsingin kaupunkiseudun työssäkäyntialuetta – ja toisinkin päin.
Esimerkki ei ole ihan tuulesta temmattu, koska Helsingistä on jo siirtynyt useiden suurten kansallisten yritysten toimintaa ja palvelukeskuksia mm. Lahteen ja Tampereelle edullisempien kustannusten perässä. Samalla työntekijät ovat voittaneet, koska lähimaakunnissa samalla palkalla on käytännössä suurempi ostovoima.
- Tällä tulee olemaan suuri merkitys, koska kaikki suomalaiset eivät voi asua pääkaupunkiseudulla. Lähimaakunnissa on mm. edullisempaa asua, ja muutenkin ihmisten ajankäytöstä tulee entistä tärkeämpi osa kansallista liikenne- ja palvelupolitiikkaa.
Hankkeen avulla Tampere-Helsingistä voidaan luoda entistä palvelu- ja kilpailukykyisempi kaupunkikeskittymä kansainvälisesti. Kilpailu työpaikoista ja yritysten sijaintipaikoista ei ole enää pitkään aikaan ollut vain kansallista.
Koulutetun työvoiman ja vakaan sekä tasa-arvoisen yhteiskuntarakenteen lisäksi hyvät liikenneyhteydet ovat yksi syy, miksi Suomeen ja maakuntiin investoitaisiin ja luotaisiin pysyviä työpaikkoja ja kannattavaa yrittäjyyttä.
- Pirkanmaan edun lisäksi lisäraidepari olisi koko Suomen hanke, koska lisäraide nostaisi liikennevarmuutta ja nopeuttaisi puolella tunnilla myös kaikkea sitä henkilöliikennettä, joka jatkaa Tampereelta eteenpäin mm. Poriin, Seinäjoelle, Jyväskylään – ja vaikkapa Ouluun asti.
Ongelmia nykytilanteessa, miksi ei olla vielä toimittu?
Syy nyky-yhteyksien hitauteen on pääasiassa se, että tällä hetkellä Tampere-Helsinki -raideparilla (yksi raide kumpaankin suuntaan) on sen verran paljon lähi- ja tavaraliikennettä, että nopeammat matkustusjunat joutuvat hidastelemaan.
- Hitaampaa lähi- ja tavaraliikennettä ei kuitenkaan tietenkään pidä vähentää, vaan sitäkin tarvitaan jälleen nykyistä enemmän, eli lisäraidepari antaisi parempia mahdollisuuksia myös lähiliikenteen kehittämiseen, koska “nopeat junat eivät enää myöskään häiritsisi hitaampia”.
Yhä nopeampien junien myötä ilmennyt ratojen kapasiteettiongelma on käytännössä suurin este sille, että monella maakunnan ja maaseudun asemalla ei ole enää mahdollisuutta pysähtyä. Hanke lisäraideparin rakentamiseksi on siis investointi myös paikallisliikenteen edistämiseksi.
Hanke hyödyttäisi siis kaikkea Helsingin ja Tampereen välillä ja siitä eteenpäin olevaa liikennettä – sekä hitaampaa että nopeampaa.
Lisäksi se mahdollistaisi ihmisten paremman ajankäytön ja sillä olisi merkittävät epäsuorat vaikutukset ylipäätään koko Suomen raideliikenteen tehokkaaseen palveluun ja ympäristöystävällisyyteen.
Tällä hetkellä suurin osa VR:n aikatauluongelmista syntyy siitä, että joko Helsingin ja Turun välisellä rantaradalla tai että Helsingin ja Tampereen välisellä ratavälillä on ongelmia. Jos jommalla kummalla rataosuudella on häiriöitä, joudutaan muualla odottamaan, ja sitten joudutaan seuraavallakin ratavälillä odottamaan jatkoyhteyksiä ja niin edelleen. Suomen koko rataverkko on erittäin keskinäisriippuvainen ja sitä kautta liian häiriöherkkä.
- Jotta näitä pullonkauloja saataisiin tulevaisuudessa poistettua lisäraideparein, kaavoitus- ja maankäyttösuunnittelu pitäisi aloittaa poliittisin päätöksin jo nyt.
Panostamalla lisäraidepareihin Suomi voisi olla euroopanlaajuinen edelläkävijä edistämällä ihmisten hyvinvointia lisäämällä heidän liikkumismahdollisuuksiaan päättää työnteostaan ja ajankäytöstään jopa lähes 200 kilometrin etäisyydellä toisistaan sijaitsevien kaupunkien välillä. Aasiassa Japanissa vastaavanlaiset suurnopeusjunat ovat jo arkipäivää.
Yhteenvetoa
Lisäraideparin toteutuminen Helsingin ja Tampereen välillä tarkoittaisi käytännössä, että
1) Liikenneyhteyksien nopeutuminen ja myöhästymisten väheneminen etelä-pohjoinen -akselilla muodostaisi entistä selvemmin Suomessa noin 2 miljoonan ihmisen yhteisen työ- ja elinkeinoalueen.
Tämä parantaisi ihmisten mahdollisuuksia hakea koulutustaan vastaavaa työtä laajemmalta alueelta
2) Hanke olisi sekä pääkaupunkiseudun että Pirkanmaan etu, koska nopeutuneiden ja myöhästymisistä vähentyneiden liikenneyhteyksien vuoksi ihmisten ei tarvitsisi enää muuttaa tai hakea palveluita vain Helsingistä tai sen lähikunnista työpaikan ja yrityksen pääkonttorin sijainnin vuoksi.
Sen sijaan ihmiset voisivat asua edelleen esimerkiksi Tampereen seudulla ja säilyttää paremmin ostovoimansa.
3) Hanke parantaisi Suomen asemaa kansainvälisessä kilpailussa, ja Suomi olisi todellinen euroopanlaajuinen edelläkävijä antamalla ihmisten päättää entistä paremmin ajankäytöstään noin 200 kilometrin etäisyydellä toisistaan sijaitsevien kaupunkien välillä.
- Raideliikenteen myöhästelyt kapasiteetista johtuvista ongelmista vähenisivät, ja tämä lisäisi tehokkaan palvelun ja ympäristöystävällisen raideliikenteen houkuttelevuutta entisestään.
- Lähijunaliikennettä voitaisiin lisätä erityisesti Helsinki-Tampere -välillä, Tampereen kaupunkiseudulla ja junien myöhästelyjen vähenemisen seurauksena myös kaikissa lähimaakunnissa.
