Tiedote: Kokoomuksen eduskuntaryhmä julkaisi raportin maahanmuutosta

*** Kokoomuksen maahanmuuttopolitiikka
“Realismia turvapaikkapolitiikkaan, resursseja kotoutumiseen” -raportti keskittyy erityisesti esittelemään toimivia ratkaisuja ja hyviä käytäntöjä, joiden avulla maahanmuuttajien kotoutumista suomalaiseen yhteiskuntaan voidaan tehostaa. “Maahanmuuttopolitiikkamme onnistumisen kannalta keskeistä on se, kuinka hyvin pystymme kotouttamaan Suomesta oleskeluluvan saaneet pakolaiset ja turvapaikanhakijat”, toteaa raporttia valmistelleen työryhmän puheenjohtaja, kansanedustaja Arto Satonen.
Maahanmuuttokysymykset ovat nousseet vahvasti niin politiikan kuin julkisen keskustelun ytimeen. Satosen mukaan keskustelua on pystyttävä käymään kiihkottomasti. “Myös ongelmakohtia on tuotava esiin”, hän muistuttaa. Satonen on huolissaan siitä, että suomalaisessa turvapaikkapolitiikassa on vieläkin vetotekijöitä, jotka houkuttelevat turvapaikanhakijoita Suomeen jopa muista Pohjoismaista. Esimerkiksi pitkät turvapaikkahakemusten käsittelyajat ja käsittelyn aikana maksettavan toimeentulotuen korkea taso tulee ottaa lähempään tarkasteluun. “Vetotekijöitä poistamalla voimme karsia perusteettomien hakijoiden määrää, jotta resursseja vapautuu suojelua aidosti tarvitsevien turvapaikkaprosessin ja kotoutumisen tehostamiseen”, kansanedustaja kiteyttää.
Satosen mukaan on selvää, että maahanmuuttajien määrän lisääntyessä ja väestön monimuotoistuessa myös ympäröivä yhteiskunta muuttuu. Hän kuitenkin tähdentää, että mitkään uskonnolliset tai kulttuuriset syyt eivät oikeuta rikkomaan suomalaista lainsäädäntöä. “Kaikkien Suomessa asuvien on noudatettava Suomen lakia ja kunnioitettava suomalaista ihmisoikeusnäkemystä ja sukupuolten välistä tasa-arvoa”, kansanedustaja tiivistää. Myös kouluissa maahanmuuttajanuoria ja suomalaisia nuoria on koskettava samat säännöt.
Satosen mukaan turvapaikkapolitiikkamme toimivuutta on seurattava jatkuvasti ja muutostarpeisiin on pystyttävä reagoimaan joustavasti ja nopeasti. “Ulkomaalaislakiin tehdyt muutokset ovat ehdottomasti askel oikeaan suuntaan. Nyt on seurattava, ovatko siinä esitetyt toimet riittäviä turvapaikkapolitiikkamme ongelmakohtien ratkaisemiseksi”, edustaja toteaa. “Lainsäädännön, turvapaikkaprosessin kehittämisen ja resursoinnin tulee lähteä kansainvälistä suojelua aidosti tarvitsevan ihmisryhmän tarpeista. Vastaavasti kenenkään ei tulisi saada oleskelulupaa pelkästään sillä perusteella, että hakemusta ei ole ehditty käsitellä asetetussa määräajassa”, Satonen kiteyttää.

Minkä takia nimenomaan ongelmakohtia on nostettava esiin? Eikö ennemminkin pitäisi nostaa esiin syitä ja ratkaisuja näihin ongelmakohtiin? Tietysti tämä ei ole yhtään niin kiinnostavaa kuin ongelmien korostaminen. Hauska silti nähdä, että muutkin puolueet alkavat lopulta nostaa esille vihreiden vuodelta 2007 olevan kotoutumispoliittisen linjapaperin teemoja.

Kun vihdoin poliittiset paattajat heraavat maahanmuuttopolitiikan sekavaan tilanteeseen, olisi toivottavaa, etta toimeen tartutaan heti eika aseteta sen sataa toimikuntaa miettimaan miten hommat hoidetaan.
Seuraan taalta maailmalta Suomen tilannetta ja kylla kovasti ihmetyttaa mihin on kadonnut maalaisjarki.
Toimeentulotukiasia on saatava jarkevaksi heti eika huomenna!

Mihin perustuu raportissa toistuva väite, jonka mukaan Suomea uhkaa lähitulevaisuudessa valtava työvoimapula? Alkaa tuntua siltä, että kyseessä on valhe jota on toistettu niin monta kertaa että sitä pidetään totena. Vastaukseksi ei kelpaa ylimalkainen Suomen väestö ikääntyy. Oletteko jo tutustuneet tähän kirjoitukseen?

Maahanmuuttoraportissanne todetaan sivulla 6 seuraavaa:
“Aikaisella puuttumisella ja oikealla politiikalla Suomi voi välttää esimerkiksi muualla EU:ssa ilmenneitä, epäonnistuneen kotouttamispolitiikan seurauksia.”
Pidättekö muiden maiden epäonnistunutta kotouttamispolitiikkaa ainoana syynä heidän maahanmuuttajaväestönsä ongelmiin, vai voisiko syitä etsiä näihin maihin tapahtuneen maahanmuuton määrästä ja laadusta? Teksti sivulla 6 jatkuu:
“Osa raportissa esitetyistä toimenpiteistä on mahdollista toteuttaa jo raporttia kirjoitettaessa käynnissä olevan ulkomaalaislain uudistamistyön yhteydessä. Ulkomaalaislain muutosehdotukset on tarkoitus antaa eduskunnalle marraskuun 2009 aikana.”
Ilmeisesti näihin toimenpiteisiin kuuluu myös kansalaisuuslain uudistaminen. Miksi uskotte että kansalaisuuden nopeampi myöntäminen edesauttaa ulkomaalaisten sopeutumista? Helsingin kaupunginvaltuutettu Jussi Halla-aho totesi osuvasti blogissaan:
“Nimenomaan kansalaisuuden puuttuminen, ja tähän sisältyvä (ainakin teoreettinen) maastapoistamisriski, on toiminut maahanmuuttajalle kannustimena sopeutumiseen ja nuhteettomaan elämään.”

Raporttinne sivulla 45 todetaan:
“Suomen maahanmuuttopolitiikka perustuu monikulttuurisuuden ihanteeseen. Maahanmuuttopolitiikan onnistuneena tuloksena pidetään kaksikulttuurisuutta, jolloin maahanmuuttaja sekä säilyttää oman kulttuurinsa erityispiirteet, että omaksuu jotakin uutta sopeutuessaan suomalaiseen yhteiskuntaan.”
Miksi on otettu tavoitteeksi, että maahanmuuttaja ei täysin suomalaistu? En tarkoita, että maahanmuuttajia pitäisi vaatia omaksumaan kaikki suomalaisen elämäntavan piirteet. Lain noudattamisen puitteissa saa elää kuten haluaa. Ihmettelen kuitenkin miksi maahanmuuttopolitiikan nimenomaisena tavoitteena on, että tätä suomalaistumista_ei_tapahdu. Juuri se kuitenkin integroisi maahanmuuttajan kaikkein tehokkaimmin yhteiskuntaan. Sellaista on maahanmuutto Suomeen ollut vuosisatojen ajan. Miksi kokoomus haluaa korvata suomalaista kultuuria vierailla kulttuureilla?
Kokonaisuutena sain raportistanne sellaisen vaikutelman, että kaikkien maahanmuuttajien kotouttaminen kyllä onnistuu kun tukitoimiin satsataan tarpeeksi. Eikö Suomeen kannattaisi ottaa ennemmin sellaisia maahanmuuttajia, joiden integroiminen ei edellytä massiivista julkista rahanmenoa?
